In Romania, the State Inspectorate for the Control of Boilers, Pressure Vessels, and Lifting Installations – ISCIR is the authority responsible for the safe operation of lifting installations.
The placing on the market, commissioning, control of the authorization regime, and technical verification of lifting installations fall under ISCIR’s competence, in accordance with Law no. 64/2008.
The conditions and technical requirements for the assembly, commissioning, authorization of operation, supervision, and technical verification in use for technical investigations/examinations, maintenance, overhaul, and repair of lifting machines are provided in Technical Specification PT-R1-2010.
Manufacturers of lifting machines are exempt from the authorization requirement, according to Art. 8, para. (2) of Law 64/2008: “Manufacturers who perform construction, assembly, installation, commissioning, overhaul, repair, and maintenance activities for the installations/equipment manufactured by them are exempt from the authorization requirement.”
